Summary: Fury gets scrutinized by the heads of SHIELD for his handling of the Captain Marvel situation.



Fury sits in front of his superiors, looking to clean up the mess that Carol had left in her wake. The collateral damage isn’t anything new—Hank Pym had a tendency to leave a mess in his wake whenever he went big rather than small. The concern for the members of upper management, including Thunderbolt Ross, is that Fury allowed Carol to slip through his fingers, rather than pulling her back into SHIELD.

“With all due respect to the members of this council,” he begins, doing his best to keep his tone temperate. “How should I have contained someone that did not want to be contained?”

“You’re a creative individual, Colonel Fury,” Ross replies, clearly suspicious. “I’m sure you could have figured it out.”

“She has no known weaknesses.” Fury crosses his arms in front of his chest. “She flew through a whole ass space ship like a bullet to break it in half, and you wanted little old me to drag her into SHIELD when she didn’t want to go.” He raises an eyebrow. “With all due respect, Commander Ross, but I am not suicidal.”

“You two seemed to have built a rapport. She likely wouldn’t have killed you.”

“Forgive me for erring on the side of caution.” He gestures to the eye patch over his eye. “I already lost an eye. I wasn’t prepared to lose anything else.”

Ross huffs, and Fury knows that the wheels in his head are spinning. He thinks that Carol might have contained the key to taking down his white whale and recreating the super soldier program to give the world another Captain America. Isaiah Bradley was apparently not enough of a success for him. They had to put him in jail.

As much as Fury would like to stick this man in the path of Carol and watch as he got punched in the face multiple times, he knows that isn’t the play. They need Carol out in the universe, not just on Earth. If Earth ever faces a problem that they can’t handle, she’ll come, but until then, she has work to do.

But he needs an angle to keep Ross from continuing to chomp down. He knows the man doesn’t value much, but he hopes that he at least has some self of sense preservation.

“Sir. I know you want her working for us. But, we don’t want her working against us.”

Ross raises an eyebrow. “And you believe she would?”

“I believe that if she believes you intend to turn her into a weapon of mass destruction like the Kree did, she absolutely would.” And Fury would enjoy it. But that isn’t the point. “She will return to Earth when she is ready to. I think the best move would be to have someone she trusts ready to bring her in.”

Ross leans back in his seat, crossing his arms in front of his chest. “And who would you suggest? You?”

Fury shakes his head. “I don’t think you want me on a desk, designing a whole new program. We have just had our world opened to a whole new range of threats.” On that, he and Ross could agree. Fury knew that. “We need to build our own defenses and not relying on one, albeit invincible, woman to do the job for us. I’m working on an initiative for that. But if we are going to look at the stars, I think the best person for the job would be a pilot.” Fury shifts back in his seat, crossing his arms in front of his chest. “Perhaps a pilot from the same light-speed travel program that created Captain Marvel.”

“You mean Captain Rambeau?”

“I do. Besides being a talented pilot, she also is a skilled engineer and mechanic. If we want to continue looking for the means of space travel, I think she would be the woman for the job.”

The committee is quiet for a moment, glancing between each other, before nodding. “You’re dismissed, Colonel Fury. We’ll let you know our decision.”

Fury gets up and quickly exits the room, not wanting to linger any longer in the bureaucracy that makes his skin itch. He winds his way back to his office and opens the door to find Coulson and Maria waiting for him inside.

“Did they bite?” Maria asks as the door closes.

“They did, but they’re going to chew on it for a while before they swallow.” Fury makes his way back to his desk, and Goose gets up to wind his way around Fury’s legs. “But I’ve definitely sold the merits of putting you in charge.”

Convincing Maria that this is a job she should take took more convincing than he thought it would, but it’s worth it, in the end. They need to be allies on this. Fury building the Avenger Initiative while Maria works on SWORD. Working in tandem to make sure they don’t get tied down by bureaucracy.

“Good.” Maria nods. “Keep me posted.”

She gets up to leave, giving Coulson a nod as she leaves the room, and Coulson uncrosses his arms from his chest as he sits. “So what’s next, boss?”

“Next?” Fury sighs as he leans back against the seat. “I need to you to see what you can find on Isaiah Bradley.”

“Isaiah Bradley is dead, sir.”

Fury cocks an eyebrow. “If you believe that on its face, you aren’t the agent I thought you were, Coulson.” He leans back in his seat. “Don’t be public about it, though. I think I want to keep this under wraps until we have the right momentum.”

Coulson nods and follows Maria out of the office, and once the room is quiet, Fury leans back to give Goose some attention. “And you, my friend, just keep holding on tight to our secret weapon.”

They might need that later, too.
